Daugaard Signs Companion Bill To Balanced Budget Resolution
PIERRE, S.D. (AP) — Gov. Dennis Daugaard has signed into law a measure that would limit the authority of a constitutional convention delegate from the state.
Daugaard signed the bill on Tuesday that serves as a companion measure to a proposal that calls for a convention to amend the U.S. Constitution to require a balanced federal budget.
Opponents have said they’re concerned the amendment process could backfire and be used to rewrite many parts of the Constitution.
Advocates say the bill Daugaard has signed restricts a South Dakota convention representative from approving any unauthorized amendments.
It would also require convention delegates from the state to take an oath affirming they wouldn’t support a rogue amendment. It would allow up to a $5,000 civil fine to be imposed a delegate violated the oath.
