Lead Town Leaders Revisit Whether To Fund Recreation Center

LEAD, S.D. (AP) — City Commissioners in Lead are revisiting whether to end municipal funding for the Handley Recreation Center.

The Black Hills Pioneer reports ( ) they unanimously passed this week the first reading of a proposal to repeal an ordinance that would sever all city funding.

Lead residents narrowly approved a measure in November 2013 for the city to discontinue funding.

Town leaders say South Dakota law allows such an ordinance or resolution to be revisited, amended or repealed one year after it went into effect.

The second reading of the ordinance to keep funding the center is scheduled for March 16. Mayor Jerry Apa says the repeal allows only for the discussion of financing but doesn’t guarantee it.

If that new ordinance passes, residents could put the issue to another public vote.
