Weekly proclamations, Midco agreement discussed at City Council meeting

The City of Vermillion’s Monday Council Meeting incorporated two weekly proclamations, information on Oktoberfest, Midco, Sidewalk bidding and the City Managers report on Sept. 6.

After roll call, the proclamations were issued by board members Tom Sorensen and Katherine Price for recognizing various group activities around Vermillion, including proclamations regarding The National Arts in Education Week and The Direct Support Professionals Recognition Week.

Board member Katherine Price found a way to admire the hard work of direct support professionals.

“It is fitting and proper as citizens to honor the direct professional workforce (for the) tremendous difference they make each day in the lives of South Dakotans and Vermillion citizens with varying needs and abilities,” Price said.

Once the proclamations were finished, the public hearings began for Oktoberfest. A special permit by the Vermillion Area Chamber of Commerce and Development Company (VCDC) allows recipients to exceed 50 percent on Ratingen Platz and portions of Market and Main Street from Sept. 30-Oct. 1 from 5 p.m. to 11 p.m.

According to the city noise ordinance, no person can make, continue or cause any loud or unusual noise to disturb the peace of the public.

In that draft, there’s a proposal to extend Midco for Vermillion in the next 10 years. Also in that proposal, free video service will be added to buildings left out in the past, however, PEG channels decreased from three to one.Also addressed Tuesday night was an agreement between the city and Midco, a telecommunications company . In September of 1999, City Council adopted Ordinance 1078, which had a franchise agreement with Cable TV Services. However, Midco wasn’t involved in the ordinance and now wants to extend their franchise. A new draft of the agreement was proposed and updated in August of 2016 to be in the new ordinance.

Council members also discussed the 2016 Sidewalk Repair Assessment Project. Last year, the city of Vermillion inspected sidewalks in the northeast quadrant of E. Main St. and east of Dakota St. Property sidewalks were inspected for trippers, holes and Spalding’s.

Bids were opened on Aug. 31, 2016 and there were four potential bidders. The lowest was from  M&M Construction for $21, 416 and the highest bid was $60, 650.00. M&M Construction was rewarded for the lowest bid by the City Council.
